Universities Without GRE Requirement
July 5, 2026 · 14 min read
Complete list of US MS programs without GRE in 2026 — test-optional and test-blind universities for Indian students, with score strategies and funding tips.
More US graduate programs dropped GRE requirements after 2020—but "test-optional" does not mean "no GRE needed" everywhere. We've tracked 150+ US programs over three cycles to bring you this list of universities without GRE requirement (or with GRE-waived tracks) where Indian students can apply for MS without GRE in the USA. Our complete guide on Do You Really Need GRE in 2026? expands on why policies are shifting back at some top schools.
By the RN Academy admissions team · Policies verified June–July 2026 for Fall 2026 intake · We update this guide every January and July
Quick summary
Test-optional landscape in 2026
Three policy categories exist today:
| Policy | Meaning | Example |
|---|---|---|
| GRE required | Must submit scores to apply | Georgia Tech MS CS, UT Austin MS CS |
| GRE optional / waived | Submit if helpful; skip if weak | USC Viterbi MS Engineering, SUNY Buffalo MS CS |
| GRE not accepted (test-blind) | Scores not reviewed even if sent | UCSF select biomedical PhD tracks; very rare for STEM MS overall |
Do not confuse test-optional with test-blind. Most UC campuses are test-optional or required at the department level—not test-blind for MS/PhD overall. A few UC Health Sciences programs have been test-blind historically, but that is the exception, not the UC norm.
Test-optional is not test-blind
If your GRE is 320+, submit it even to test-optional schools—unless the program is test-blind. If it is below 305, omit it and strengthen SOP, GPA, and experience instead. Always compare against the program's published class profile median, not generic advice.US programs with GRE waived or optional

Public universities & professional MS tracks
- Many California State University (CSU) campuses—STEM MS often optional (e.g., CSU Long Beach MS CS)
- Selected SUNY and CUNY programs beyond Buffalo—verify each department
- Regional Midwest and Southern publics—Engineering Management, IT Management, Cybersecurity MS
- Professional-oriented programs: Analytics, Information Systems, Health Informatics—often skip the GRE entirely
For programs that accept lower scores when you do take the GRE, see Universities Accepting Low GRE Scores.
For Indian applicants: MS in CS without GRE
Indian students searching "MS in CS without GRE for Indian students" need more than a university list—you need compensators admissions committees recognize from Indian academic contexts.
| Compensator | Why it matters for Indian profiles |
|---|---|
| Strong GPA from Tier 1/2 university | IIT/NIT/IIIT 7.5+ CGPA signals rigor; explain NIRF rank briefly in SOP if outside top 100 |
| Relevant work experience (2+ years) | Product companies, startups, or MNC tech roles—quantify impact in ₹ or user scale |
| Published research or thesis | Conference paper or strong UG thesis offsets missing GRE at research-oriented MS programs |
| SOP with US-industry context | Connect Indian market experience to why this specific US program—not generic "world-class" prose |
| LORs from professors who know US system | Letters that compare you to prior students who succeeded abroad carry more weight |
GPA scaling: US committees evaluate Indian CGPA in context. A 7.2 from IIT Bombay reads differently from 7.2 at an unranked college—use WES evaluation if your transcript scale is non-standard. Low CGPA? Pair test-optional strategy with our study abroad with low CGPA guide.
GRE requirements by field
| Field | GRE trend in 2026 | Program example |
|---|---|---|
| CS / Engineering (top tier) | Mostly required or strongly expected | Georgia Tech MS CS — required |
| CS / Engineering (mid-tier) | Increasingly optional | SUNY Buffalo MS CS — optional |
| Data Analytics / IT Management | Often optional | Northeastern MS Analytics — optional |
| MBA | GMAT or GRE accepted; some test-optional | See our MBA universities guide |
| Public Health (MPH) | Many programs waived GRE | Check CEPH-accredited programs individually |
| Economics / Chemistry PhD | Subject GRE still required at some | MIT Chemistry PhD, many Econ PhDs—verify Subject Test policy |
| UK / Europe | GRE rarely required—IELTS instead | Study in the UK from India |
GRE Subject Tests remain required for niche programs (e.g., Chemistry PhD at several R1 schools, Economics PhD). Subject Tests are separate from the General GRE—check each department's FAQ. For General GRE structure and scoring, see our GRE General Test guide.
Program GRE medians (when scores are submitted)
"Submit if at/above program median" only works if you know the median. Published class profiles are the source of truth—ranges below reflect voluntarily reported admit data, not cutoffs.
| Program | Median GRE (V+Q) | GRE required? | Source |
|---|---|---|---|
| Georgia Tech MS CS | ~325 | Yes | Dept class profile |
| UT Austin MS CS | ~322 | Yes | Admitted-student stats |
| UT Dallas MS CS | ~308 | Optional | Dept average |
| SUNY Buffalo MS CS | ~310 | Optional | Community + dept data |
| ASU MS CS | ~312 | Optional* | SCAI admitted profile |
At Stanford CS, even a 330 is not a guarantee—holistic review dominates. At mid-tier programs, a 305 can help if the median is ~300. Use each program's published class profile when available.
When to submit GRE to optional programs
| Your GRE | Recommendation | Context |
|---|---|---|
| 320+ | Submit—likely helps funding | Improves class profile stats; unlocks merit aid at many publics |
| 310–319 | Submit if at/above program median | Compare to dept FAQ; omit at Georgia Tech–tier schools |
| 300–309 | Case-by-case | Submit only if within 5 points of published median |
| Below 300 | Omit; strengthen profile | Retake may be faster path—see prep links below |
| No GRE taken | Fine at optional programs | Focus on compensators; budget 8–12 applications |
Need to raise your score before applying to mixed lists? RN Academy covers both sections: adaptive vocabulary quizzes, Quant drills, and full timed mock tests. A focused 4–6 week retake can add 10+ points—enough to shift funding tiers at optional programs.
Building your balanced shortlist
Do not apply only to GRE-optional schools. A realistic list for an Indian applicant with 7.5 CGPA and no GRE:
| Bucket | Count | GRE policy | Example |
|---|---|---|---|
| Reach | 2 | GRE required | Univ. of Michigan MS CSE (if you take GRE and score 320+) |
| Target | 4–5 | Optional—submit if 315+ | UT Dallas MS CS, SUNY Buffalo, ASU MS CS |
| Safety | 2–3 | Optional + affordable | Cleveland State, CSU campuses—see affordable universities guide |
Profile: 7.8 CGPA (NIT), no GRE, 3 years backend SWE, AWS cert.
Shortlist: 5 optional targets, 3 safeties, 2 reaches (with GRE retake—deferred).
Outcome: Buffalo (admit), UT Dallas (admit), Northeastern Analytics (waitlist).
Funding, ROI, and assistantships
Skipping GRE saves exam fees (~₹22,000) but does not remove funding competition. At GRE-optional programs, submitting a high GRE can still unlock fellowships and RA positions—many Indian students need assistantships to make US MS affordable.
- Merit aid: Correlates with GRE at most schools; 320+ at optional programs can trigger 25–50% tuition waivers even when the test is not required.
- Application ROI: Budget $100–150 per school × 10 schools = $1,000–1,500. Balance expensive reaches with low-cost state schools. See USA cost breakdown.
- Visa documentation: GRE-optional admits still need liquid funds for I-20—typically ₹40–70 lakh Year 1. Loan sanction letters count; GRE waiver does not waive financial proof.
- Scholarship search: Pair program applications with external funding. See our middle-class study abroad guide for loan and scholarship strategy.

FAQ
Can I skip GRE entirely for US MS in CS?
At mid-tier and professional programs, yes—programs like SUNY Buffalo MS CS, UT Dallas MS CS, and many Analytics tracks are test-optional for Fall 2026. Top-20 CS programs (Georgia Tech, UT Austin, Stanford) still mostly require or strongly expect GRE. Apply to a mix.
What if I have a low GRE but strong IIT/NIT background?
Apply test-optional where your score sits below the program median—do not submit a 305 to a school whose average is 318. Lead with CGPA rigor, research, and work experience. IIT/NIT brand helps holistic review but does not override weak Quant at CS-heavy programs. If your GRE Quant is under 160, consider retaking or targeting programs with lower Quant medians.
Is UK a better option if I want to avoid GRE?
Yes—UK master's rarely require GRE. IELTS UKVI Academic is the standard hurdle. See Study in the UK from India and Top UK Data Science programs.
Will PhD programs waive GRE?
Many humanities and social science PhD programs are test-optional. STEM PhD programs at R1 universities often still prefer GRE for fellowship consideration—and some require GRE Subject Tests (Chemistry, Physics, Math).
Are any programs test-blind for STEM?
Rare for MS/PhD STEM. UCSF has been test-blind for select biomedical PhD tracks (verify UCSF graduate admissions). Do not assume UC campuses are test-blind—most are test-optional or required by department.
Can I get scholarships without submitting GRE?
Yes at mid-tier publics with strong GPA and work fit—but less common than for 315+ profiles. Apply early (October–December), mention assistantship interest in your SOP, and target schools known for GA/TA funding. See low GRE universities for funding tactics that apply equally to no-GRE applicants.
